They practically spawned the term &#8216;staycation&#8217; then, and everyone just ate up the idea of staying at a Singapore condo rental, or an HDB apartment rental for the short term. Yet<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.straitstimes.com\/politics\/parliament-short-term-home-rental-illegal-under-new-law\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0the law regulating short-term rentals<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0came on the back of a 61 per cent increase in complaints regarding short-term rentals between 2015 and 2016. Under the new regulation, the number of unrelated tenants in private apartments has been lowered from eight to six, in addition to the increased tenancy duration for residential properties.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Then, in 2019, the<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/Corporate\/Media-Room\/Media-Releases\/pr19-21\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0URA commissioned a nationwide survey<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0to gauge the stakeholders&#8217; sentiments about short-term rentals. In the end, they found that most private homeowners feel that short-term rentals attract unruly tenants that cause nuisance and disrupt the peace.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In the end, around 7 out of 10 saw short-term rentals as a threat to privacy and security in their estate. Respondents were also worried that short-term tenants would damage the facilities at their development. While it&#8217;s still possible for strata-titled developments to run short-term rentals, homeowners need 80% approval before they can operate short-term rentals, and the vote has to be renewed every two years.<\/p>\n<p>Even so, short-term Singapore condo rentals remain attractive for landlords looking to earn some extra cash, even if they are outlawed. In 2019, before the Covid-19 pandemic fudged everything up, the URA investigated 800 suspected cases, up from 750 in 2018.<\/p>\n<p>And who doesn&#8217;t love a staycation? Short-term rentals are usually made up of apartment rentals in Singapore. They usually have more spacious living spaces than hotel rooms. Some of them even come with fully-equipped kitchens. Plus, Singapore condo rentals also include swanky amenities like swimming pools, saunas, and tennis courts. Most other major cities in the world do have laws to regulate short-term rentals, though not as constraining.<\/span><\/p>\n<ul>\n<li><strong><span data-preserver-spaces=\"true\">Tokyo<\/span><\/strong><span data-preserver-spaces=\"true\">: Homeowners must register the property with the local government, and collect the official ID of the guests.<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/notesofnomads.com\/airbnb-in-japan\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0They can only rent out the property for a maximum of 180 days a year.<\/span><\/a><\/li>\n<li><strong><span data-preserver-spaces=\"true\">Seoul<\/span><\/strong><span data-preserver-spaces=\"true\">: It&#8217;s generally<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.justlanded.com\/english\/South-Korea\/South-Korea-Guide\/Housing-Rentals\/Rental-agreements\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0difficult to find short-term rentals in Seoul<\/span><\/a><span data-preserver-spaces=\"true\">, and<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.airbnb.com.sg\/help\/article\/1387\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0there are laws regulating accommodations for foreign tourists<\/span><\/a><span data-preserver-spaces=\"true\"><span data-preserver-spaces=\"true\">.<\/span><\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">Hong Kong<\/span><\/strong><span data-preserver-spaces=\"true\">: Under the<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.info.gov.hk\/gia\/general\/201806\/06\/P2018060600632.htm\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0Hong Kong Hotel and Guesthouse Accommodation Ordinance<\/span><\/a><span data-preserver-spaces=\"true\"><span data-preserver-spaces=\"true\">, homeowners who want to rent out properties for less than 28 days must possess a licence.<\/span><\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">New York<\/span><\/strong><span data-preserver-spaces=\"true\">:<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.awning.com\/post\/new-york-state-short-term-rental-laws\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0Short-term rentals are defined as stays that are less than 30 consecutive days<\/span><\/a><span data-preserver-spaces=\"true\"><span data-preserver-spaces=\"true\">, and hosts must be present throughout the stay, and can only host two paying guests at a time.<\/span><\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">London<\/span><\/strong><span data-preserver-spaces=\"true\">:<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.london.gov.uk\/programmes-strategies\/housing-and-land\/improving-private-rented-sector\/short-term-and-holiday-lets-london\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0Property laws in London consider the practice a material change in the use of the property.<\/span><\/a><span data-preserver-spaces=\"true\"><span data-preserver-spaces=\"true\">\u00a0Homeowners will need to apply for planning permission and rental periods can only add up to 90 nights.<\/span><\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">Paris<\/span><\/strong><span data-preserver-spaces=\"true\">:<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.theupperkey.com\/post\/the-rules-and-regulations-of-short-term-letting-in-paris#:~:text=Every%20property%20offering%20a%20short,operating%20within%20the%20legal%20structure\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0Homeowners need to register with City Hall<\/span><\/a><span data-preserver-spaces=\"true\">, and only their primary residence is eligible. After their 2019 survey, they have maintained that they are open to implementing a new framework for short-term rentals in the future.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Of course, short-term accommodation operators want a more flexible regulatory framework. But things are not in their favour. In addition to opposition from private homeowners and MCSTs,<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/Corporate\/Media-Room\/Media-Releases\/pr17-44\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">\u00a0most recent renters are looking to rent between three and six months<\/span><\/a><span data-preserver-spaces=\"true\">. Most of them are academics and students, as well as professionals on medium-term work assignments.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The URA did float the idea of introducing a different class of residential properties that can be used for short-term rentals. But the notion has been met with a lukewarm response. This would likely increase the cost of the property while leading to increased competition between neighbouring homeowners. Besides, we doubt that current condo homeowners and long-term tenants of Singapore condo rentals would like to see their fancy condos converted into a free-for-all resort. Not to mention, there are all these Singapore serviced apartments and hotels sprouting up.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Singapore&#8217;s biggest restriction is probably its lack of land. This scarcity has trickled down to renters and homebuyers in the form of higher prices.\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.metroresidences.com\/sg\/expat-life\/explore\/opinion-covid-19-could-spur-long-term-singapore-apartment-rentals\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">New housing supply won&#8217;t do much to alleviate supply woes given the rising popularity of long-term rentals<\/span><\/a><span data-preserver-spaces=\"true\">, and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.metroresidences.com\/sg\/expat-life\/explore\/opinion-work-live-housing-is-the-future\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">diverse types of housing<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0may well be a pipe dream.
