{"id":12578,"date":"2021-05-24T17:00:17","date_gmt":"2021-05-24T08:00:17","guid":{"rendered":"https:\/\/expat.metroresidences.com\/jp\/?p=12578"},"modified":"2022-03-10T03:20:06","modified_gmt":"2022-03-09T18:20:06","slug":"entry-procedures-for-airport-in-japan","status":"publish","type":"post","link":"https:\/\/expat.metroresidences.com\/jp\/en\/japan\/entry-procedures-for-airport-in-japan\/","title":{"rendered":"Entry Procedures For Airport in Japan"},"content":{"rendered":"<p>Updated on 9 Mar 2022<\/p>\n<p>On entering Japan there are a number of procedures that need to be completed, from getting a pre-flight COVID-19 test, signing a pledge, downloading applications and health questionnaire.<\/p>\n<p>The most recent information from the Ministry of Health, Labour, and Welfare (MHLW) and their <a href=\"https:\/\/www.mhlw.go.jp\/stf\/seisakunitsuite\/bunya\/0000121431_00209.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">official guidelines on entry procedures during COVID-19<\/a> are:<\/p>\n<p><span style=\"color: #ff0000\">In order to enter Japan, regardless of nationality, you will need to do the following<\/span><\/p>\n<p><strong><span style=\"color: #ff0000\">-Presentation of inspection certificate<\/span><\/strong><br \/>\nYou are required to present a certificate of inspection within 72 hours prior to departure.<br \/>\nIf you are unable to present the certificate, you will not be allowed to land in Japan based on the Quarantine Law.<br \/>\n<span style=\"color: #ff0000\">Only test certificates that contain valid specimens and test methods will be accepted.<\/span><\/p>\n<p><strong><span style=\"color: #ff0000\">-Submission of a written pledge<\/span><\/strong><br \/>\nYou will be asked to pledge not to use public transportation for a quarantine period, to stay at home or in accommodation, to save and present your location information, to install a contact confirmation application etc.<\/p>\n<p>If you are unable to submit this pledge, you will be asked to wait at an accommodation facility secured by the quarantine station. If you violate the pledge, in addition to being subject to suspension measures based on the Quarantine Law, you may be subject to the following<br \/>\n(1) 1f you are Japanese, your name and information that may contribute to the prevention of the spread of infection may be publicized.<br \/>\n(2) 1f you are a resident status holder, your name, nationality, and information that may contribute to the prevention of the spread of infection may be publicized. You may also be subject to revocation of your status of residence and deportation proceedings.<\/p>\n<p><strong><span style=\"color: #ff0000\">-Carrying a smartphone and installing necessary applications<\/span><\/strong><br \/>\nIn order to carry out the pledges in the written pledge, you need to have a smartphone that can use the necessary applications (e.g., showing location information).<\/p>\n<p><strong><span style=\"color: #ff0000\">-Submission of Questionnaire<\/span><\/strong><br \/>\nContact information such as email address and phone number will be confirmed at the time of quarantine for health follow-up.<\/p>\n<h2>Inspection certificate COVID-19 Testing 72hr before departure<\/h2>\n<p>ALL travellers to Japan (including Japanese Nationals) are required to provide a negative COVID-19 test result within 72-hours of departure.<\/p>\n<p>The test certificate or lab report should be presented at check-in and to immigration on arrival along with the <a href=\"https:\/\/www.mhlw.go.jp\/stf\/seisakunitsuite\/bunya\/0000121431_00248.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">MOFA form<\/a>.<\/p>\n<p>The MOFA form can be filled out by the testing clinic or a doctor. As COVID-19 cases have sharply increased with arriving passengers enforcement has become stricter, with some travellers being denied boarding and\/or deported on arriving in Japan. (but not a domestic flight within that country)<br \/>\nFor example:<br \/>\n1. \u2708Fly UK to Amsterdam (in which case the <strong>UK local airport<\/strong> is the 72-hour international departure marker) \u2708<br \/>\n2. \u2708Fly from UK local airport to London, Heathrow, then Heathrow to Osaka (<strong>Heathrow<\/strong> is the 72-hour marker) \u2708<br \/>\nBe aware, if flying domestically it does means you have less of a window to get all your results.<\/p>\n<h4>Americas:<\/h4>\n<p>The 72 hours prior to departure is calculated from the scheduled departure time of the international flight bound for Japan.<\/p>\n<p>However, if your itinerary includes an international connection which does not include a U.S. airport within the connection, 72 hours prior to departure is calculated from the scheduled departure time of the first international flight within the itinerary. You are also required to install a number of applications on your smartphone, save and present your location information, and report your health condition.<\/p>\n<p>If you violate the pledge, in addition to being subject to suspension measures based on <a href=\"http:\/\/www.japaneselawtranslation.go.jp\/law\/detail\/?id=2783&amp;vm=04&amp;re=02.\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">the Quarantine Law<\/a>, you may be subject to the following:<\/p>\n<ol>\n<li>If you are Japanese, your name and information may be publicised in order to prevent the spread of infection.<\/li>\n<li>If you are a resident status holder, your name, nationality, and information may be publicised in order to prevent the spread of infection. Your status of residence may also be revoked, and you may be subject to deportation proceedings.<\/li>\n<\/ol>\n<h2>Smartphone and applications<\/h2>\n<p>All travellers are required to download the following applications for tracking and communication on to your smartphone for the duration of your quarantine.<\/p>\n<ul>\n<li>COCOA (COVID-19 Contact App): <a href=\"https:\/\/play.google.com\/store\/apps\/details?id=jp.go.mhlw.covid19radar&amp;hl=en_US&amp;gl=US\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Google Play<\/a> \/ <a href=\"https:\/\/apps.apple.com\/us\/app\/cocoa-covid-19-contact-app\/id1516764458\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Apple App Store<\/a><\/li>\n<li><a href=\"https:\/\/www.allm.net\/mysos\/\" target=\"_blank\" rel=\"noopener noreferrer\">MySOS<\/a> (Emergency calls)<\/li>\n<li>Google Maps (or equivalent)<\/li>\n<\/ul>\n<p>Your phone settings must allow your location to be tracked via the MySOS app. You may also receive video calls both in person or automated robo calls from the MHLW\u2019s Health Monitoring Center for Overseas Entrants (HCO), which you will be required to answer and able to show your surroundings to prove that you are in your quarantine accommodation.<\/p>\n<p>During your quarantine, the Health Monitoring Center for Overseas Entrants (HCO) will send you inquiries, requesting that you confirm your location. There is no set time period when you will receive these messages. But you will be required to promptly report your location when receiving a notification.<\/p>\n<p>Video instructions on how to use the Health and Location Monitoring App (MySOS)<\/p>\n<ul>\n<li><a href=\"https:\/\/youtu.be\/Tlg9O55MfwA\" target=\"_blank\" rel=\"noopener noreferrer\">iPhone<\/a><\/li>\n<li><a href=\"https:\/\/youtu.be\/7Vk_Lh3Injc\" target=\"_blank\" rel=\"noopener noreferrer\">Android<\/a><\/li>\n<li><a href=\"https:\/\/youtu.be\/A34BgHibBgc\" target=\"_blank\" rel=\"noopener noreferrer\">Airport Android Rental Smartphone<\/a><\/li>\n<\/ul>\n<p>To save you time and hassle on arrival, you should install all these apps before departure. If your phone is incompatible with any of the apps or you do not have a smartphone, you will have to rent one for the two-week duration of your quarantine. The rental smartphone has the apps preinstalled and cannot be used for anything else. If you need a Japanese SIM, you can get one delivered to you before departure anywhere in the world with <a href=\"https:\/\/www.mobal.com\/japan-sim-card\/?source=3380\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Mobal<\/a>.<\/p>\n<h2>Health Questionnaire<\/h2>\n<p>You will be asked to fill out a detailed health questionnaire, report on your health condition, where you will be isolating and the transport you intend to use, and consent for a COVID-19 test on arrival. A printout with a QR code is provided on check-in or you can find the line on the <a href=\"https:\/\/arqs-qa.followup.mhlw.go.jp\/#\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Ministry of Health Labour and Welfare website<\/a>.<\/p>\n<p>TIP:<br \/>\n\u00b7 Fill out the online questionnaire before takeoff while you still have good internet access.<br \/>\n\u00b7 Take a screenshot of the QR code at the end of the questionnaire as it disappears when you close the page.<\/p>\n<h2>Arrival Procedure<\/h2>\n<p>The time it takes to complete the arrival procedure can vary greatly. It can be as short as 2 hours or as long as 5 hours. The <a href=\"https:\/\/www.facebook.com\/groups\/returntojapan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Return to Japan Group<\/a>\u00a0gives advice on a number of things that international passengers can do to speed this process up and reduce the stress for yourself and others:<\/p>\n<ul>\n<li>Be prepared<\/li>\n<li>Have all the documents you need, think you might need and think you won\u2019t need, printed and on hand.<\/li>\n<li>Update your smartphone IOS, get a Japanese SIM card in advance and download all the apps in advance.<\/li>\n<\/ul>\n<p>After disembarking the plane, you will proceed through a series of checkpoints:<\/p>\n<p>Checkpoint A: Documents processing.<\/p>\n<p>Checkpoint B: Arrival COVID-19 saliva test<\/p>\n<p>Checkpoint C: Download monitoring and tracking applications.<\/p>\n<p>Checkpoint D: Quarantine Accommodation &amp; Transport check<\/p>\n<p>Checkpoint E: PCR test results<\/p>\n<h3>What if I test positive?<\/h3>\n<p>If you, unfortunately, test positive, you are taken to a facility. This could be a hospital or dedicated hotel, depending on your symptoms, where you stay until you are cleared. Then you return to immigration to formally \u2018enter\u2019 Japan.
